Positions open in our Business Resource Center (BRC) program department
Business Resource Centers (BRC): will be full-service, linking computer technology with counseling. Clients will have access to experienced practitioners, bankers and business executives who will share their depth of knowledge and expertise.

Each center will be responsive to the businesses in its delivery area and industry it serves. It will provide existing and start up firms with technical assistance, management, marketing and financial skills necessary to survive in today’s challenging global economy. We plan to link (JA) programs and the services of our (BRC)’s to support the business activities of local farmers. Through (JA), the youth will be encouraged to adopt more efficient business methods in the running of their agricultural enterprise with the thought of possible expansion and diversification of crops and products.

Administrative Assistant -BRC
The Administrative Assistant will have general knowledge of business practices and will have experience in the coordination and implementation of general office management. A proficiency in word processing, desktop publishing along with spreadsheet and database management is preferable. Must be English speaking.

The Administrative Assistant will report directly to the Executive Director and will:
1. manage the operations of the office
2. manage the in house data bases
3. prepare and mail all newsletter, seminar and training brochures and Public Relations materials
4. administer and maintain the tracking system of clients
5. administer all technical assistance requests
6. provide statistical report
7. follow up with previous clients to track impact of services

Branch Manager -BRC
The Branch Manager will have 3 yeas experience in general business practices and extensive knowledge of budget and computer skills. This individual will have extensive knowledge of new business developments, available business assistance resources as well as experience in the coordination of general office management and budget management. Must be English speaking

1.1 the position s full time and will report to the Executive Director
1.2 the branch manager will manage the day to day activities of the office and will maintain all of the in house data bases for activity reporting.
1.3 will maintain calendar of events and training activities
1.4 will review all counseling and technical assistance requests
1.5 provide all statistical requests as proscribed by funding agents
1.6 follow up with previous clients o track economic impact of services rendered
1.7 will assist the Executive Director in maintaining relationships with all of the business resources in their area.
1.8 responsible for the micro loan program once established and will assist the director in establishing ongoing negotiations with major banks in area to support and fund the program.
1.9 to coordinate training, education and outreach programs with Junior Achievement and the food for Progress Program

Business Development Specialist -BRC
The Business Development specialist must have a minimum of 3 years of business experience and proven ability to work effectively with business leaders in the community. Must be an English speaker.

This individual will be a link to the business community and will be responsible for:
1.1 the coordination of all fundraising activities
1.2 development of sponsorship guidelines
1.3 meeting with corporate executives to ensure cooperation
1.4 establishing working relationships with other resource agencies in the community
1.5 arranging for recognition events for corporate sponsors

Computer Lab Technician -BRC
This individual will be in charge of the Computer Lab facility at the BRC, and this is just a temporary job description to be expanded and modified at a later date. It is expected that this individual will be up to date and informed of the latest technology and software that is appropriate for the use of small business firms to efficiently conduct their businesses. The technician will have a minimum of 5 years experience and the skill requisite to assist and teach computer skills on one to one or in a classroom situation. Must be English speaking.

1.1 The technician will report to the Branch manager
1.2 will be responsible for ordering all of the hardware and software and to see that all of the equipment is functioning and kept in repair.
1.3 prepare a monthly report detailing the activity of the lab to include numbers of clients, gender, type of assistance, number of workshops and other data that is identified.
1.4 to assist the economic training officer is conducting outreach programs and to prepare promotional offerings for distribution.
1.5 to coordinate with Junior Achievement and the food for Progress Program

Economic Training Manager -BRC
The Training manger will be expected to have at least 3 years of experience in planning, organizing, and providing professional development training to entrepreneurs and to prospective small business owners. This includes organizing workshops, seminars, developing curriculum and instructional materials and marketing and promoting all of these activities. Other necessary skills include experience in providing business counseling, this includes the ability to assist companies one on one with financing, business planning, marketing, management and accounting assistance. The manager should be a professional who has credibility within the business community. Must be English speaking.

1.1 The position is full time and will report to the Branch manager
1.2 will provide in depth, high quality counseling
1.3 will train, hire and secure other business consultants as needed
1.4 conduct feasibility studies to ascertain the effectiveness of cooperating with other local delivery agencies
1.5 provide back up assistance and support to BRC staff on client problems, program design and other assistance as may be required
1.6 to coordinate training and counseling with Junior Achievement and Food For Progress Program
1.7 to conduct follow up studies to determine effectiveness of training and counseling. This will be reported to Branch manager on a monthly basis.
1.8 will develop promotional and outreach materials for the BRC
1.9 to prepare news releases and reports regarding the work of the BRC

Librarian -BRC
This is a temporary job description and will be updated at a later date. The Librarian will have at least 5 years of experience and it is preferable that much of this be in the use of reference materials. It is also essential that this individual has a working knowledge of English since much of the business literature is in that language. If possible an ability to summarize and perhaps translate some of the most important items would be welcome.

1.1 this is a full time position and will report to the branch manager
1.2 will be responsible for physical layout of the library
1.3 to order materials
1.4 to set up a cataloging and check out system
1.5 to set up a security system
1.6 to coordinate with Junior Achievement and Food for Progress Program

Regional Director -BRC
The Director will have a minimum of 3 years experience in management and administration of programs in small business or economic development, including at least 2 years of supervisory experience and a college degree related to business, finance, economics, management or administration. Experience in starting a business and performing the duties of the owner would be ideal. Must be English speaking.

Experience and ability to assist companies with financing, capital formation, business planning, marketing and in managing staff and directors is important. This background will assist in providing counseling and other types of business assistance. The Director should be a respected professional who can garner significant support and cooperation from local and national government agencies, Chambers of Commerce, business organizations, large corporations, University faculty and other sources. The Director’s position is full time and will report to the President of the US Vietnam Foundation.

The Director will perform the following duties:
1.1 Prepare, manage and administer the BRC program and budget
1.2 Perform marketing and outreach throughout the country to (a) to leverage counseling services, technical training and assistance and(b) to determine the needs of local businesses and to(c) determine the effectiveness of BRC training and programs
1.3 to plan, coordinate and facilitate BRC training courses, seminars and conferences for small business owners and managers
1.4 to prepare and submit monthly program reports
1.5 Supervise all BRC staff
1.6 To coordinate activities of BRC with Junior Achievement and Food For Progress Staff
1.7 To perform all other related duties as needed

Secretary-Receptionist -BRC
This is a full time position and some of the required qualifications include word processing skills, the ability to communicate effectively and organization/office organization proficiency. It is also preferable that this individual have at least 3 years of experience working in a non profit organization. Must be an English speaker.

1.1 to report to the Executive Director
1.2 to perform all of the word processing functions for the office
1.3 to arrange meeting and appointments
1.4 to open and distribute mail
1.5 to receive telephone calls and transfer to appropriate party
1.6 to welcome visitors and clients
1.7 to assist in collecting and compiling statistical data
1.8 to make travel arrangements
1.9 to coodinate with Junior Achievement and food for Progress programs

Technician Support Specialist -BRC
This individual must have a minimum of 5 years experience in providing technical support activities to organized businesses. Must be English Speaker

This individual will have the responsibility of:
1.1 providing technical support for BRC clients
1.2 this will consist of helping them to set up their computers, install software and to provide over all assistance for their technical needs.
1.3 to assist them with internet hook ups and advice
1.4 to assist in setting up networks
1.5 to provide technical support for all of the BRC equipment

Translator -BRC
This individual must have a minimum of 5 years experience in translating English and Vietnamese documents.

This individual will have the responsibility to:
1.1 Translate BRC documents from English to Vietnamese
1.2 Translate Vietnamese publications, letters and other written materials into English
1.3 To assist staff in ensuring the accuracy of their writing in English

Finance Specialist -BRC
The financial specialist will be a trained accountant with a minimum of 3 years of business experience and will provide and maintain all financial record of the organization and will report directly to the Executive Director. Must be English speaking.

The finance specialist will:
1. prepare all financial report as required by the funding agencies and submit to home office in the U.S. on a timely basis
2. Prepare Payroll
3. prepare internal financial statements on a monthly basis and compile into quarterly
reports
4. Monitor all financial expenditures by staff and make disbursements
5. To process and pay all accounts payable
6. To process all accounts receivable


Positions open in our Junior Achievement (JA) program department
Junior Achievement (JA): is a vocational training program of Junior Achievement International (JAI), which is presently operating in 112 countries throughout the world, it is a recognized leader in these activities. (JA) will be introduced primarily in the High Schools at first, and is designed to increase the understanding of youths regarding entrepreneurial endeavors and the factors requisite to success, including:
• The importance of market driven economies
• The role of business in a global economy
• The commitment of business to environmental and social issues
• The practice of business to operate in an ethical manner
• The relevance of education in the workplace and the impact of economics on their future

(JA) is a proven catalyst as countries everywhere realize their future is to be a part of a growing global economy. It will furnish tools and skills enabling youths to realize their futures. Students learn by doing. This program will provide them with decision making skills, company formation background, market place experience and the importance of team work. They will learn economic competence and become more self-sufficient.

The branch manager is responsible for the overall performance of all staff members and to meet the goals set by the Executive Director. Must be an English speaker.

1.1 The branch manager will manage the day to day activities of the office and will maintain all of the data bases for activity reporting
1.2 will maintain calendar of events and training
1.3 will develop relationships with all of the business resources in the area.
1.4 will coordinate all training activities in the schools
1.5 will assist in recruiting teachers from participating schools and volunteers from business and industry and from universities.
1.6 responsible for budget control

1.9 oversight for all practical small business projects for JA students
2.0 coordinate with BRC and Food for Progress programs

Program Manager -JA
This individual is responsible for setting goals in order to meet approropriate program growth and should have a minimum of at least 3 years experience in program planning for business firms. Must be an English speaker.

1.1 to have responsibility for implementation of all programs to meet growth goals.
1.2 To implement training, monitoring, and evaluation methods to ensure fidelity to program models
1.3 to have a thorough understanding of all programs to assist in the training of volunteers and instructors
1.4 to be responsible in obtaining student and teacher feedback on the effectiveness of all JA programs

Project and Development Coordination Specialist -JA
This individual must have a minimum of 3 years of experience in business and or education and have been involved in project development. Must be an English speaker.

1.1 This person is responsible for the overall implementation and coordination of the various JA programs.
1.2 This includes the monitoring and evaluation of program quality.
1.3 Also responsible for all the planned special events for specific JA programs
1.4 works to help expand JA outreach

Regional Director -JA
The Executive Director is responsible for the overall management and operation of the organization. Ideally, this individual will be a local Vietnamese and have had a minimum of 5 years business and or educational experience. This person will report to the President of the U.S. Vietnam Foundation with all other staff reporting to the Executive Director. In addition, responsibility will be assumed for strategic planning, program development, fund raising, budget control, financial management and ensuring appropriate monitoring and program evaluation. The Executive Director will oversee all of the JA offices in the country. Must have some experience in Education and be an English speaker.

The Executive Director will:
1.1 develop and implement effective fund raising campaigns to reach established goals
1.2 will develop, evaluate and update marketing plans and strategies for the organization on an annual basis
1.3 allocate limited resources effectively to optimize performance and attain goals
1.4 will understand the visions and goals of Junior Achievement
1.5 will be responsible for hiring decisions
1.6 coordinate the efforts of all staff to achieve the goals and objectives of the organization
1.7 will assist branch managers in making the appropriate contacts in the schools in order to introduce JA programs to the nations youth.
1.8 will assist the branch managers in their efforts to recruit teachers from the participating schools to instruct the JA students and to help recruit volunteer business consultants
1.9 to help in the development of a training course for the volunteers and teachers
2.0 to coordinate with the BRC and the Food for Progress program activities

This individual should have at least 5 years of Business experience particularly in small business and ideally should be a former business owner. For the time being the major emphasis will be on the development of practical entrepreneurial skills and the primary program to be delivered will be the Junior Achievement Company Program which has the most impact on practical skills and attitudes. Must be an English speaker

The training specialist will:
1.1.assist the branch manager in obtaining the permission from the schools to establish the Company program
1.2 to recruit teachers and volunteers from business to work in the program and from the university system
1.3 to train the teachers and volunteers
1.4 to introduce JA programs in the primary schools
1.5 to introduce other JA programs in the high schools
1.6 to assist the Food for Progress program by working with the Farm youth
1.7 to coordinate with the BRC
1.8 to develop an incentive program which rewards the most outstanding team in each school and then to develop a competition for the best team in the region and then to work with all of the other regions to have all the regional winners compete for the best in the country. This to be sponsored by Business and Industry.
